Tragic Incident in Oakland: 15-Year-Old Charged with Homicide Related to Scooter Theft
OAKLAND - A 15-year-old has been charged with homicide following a fatal incident involving Ponciano "Chano" Tule Bernal, a father of six, just one day after Christmas. The event unfolded in front of Bernal's son and is believed to be linked to the earlier theft of a scooter.
Authorities have identified the suspect as Neal Cox, who resides in the same community as the victim. The shooting reportedly occurred around 4:10 p.m. on December 26, near 11th Avenue and Foothill Boulevard.
Cox faces additional charges for allegedly robbing Bernal's 14-year-old son of his scooter. Following the theft, Bernal and his son searched for the scooter and encountered Cox, who was riding it at the time.
In a GoFundMe page set up in memory of Bernal, his son recounted the events leading to the confrontation, mentioning attempts to dissuade his father from engaging with the suspects. Tragically, during this encounter, Bernal was shot and succumbed to his injuries shortly thereafter.
Authorities are actively investigating and searching for two other teenagers suspected of involvement in the robbery.
Cox has been charged as a juvenile, which significantly limits his potential incarceration duration under state law. If convicted, he could remain in custody until his 25th birthday. He was arrested last week and is currently held at a juvenile facility.
